Hydrogen is clean at the point of use but you need lots of electricity in the manufacturing process to separate the gas in the first place.

Personally I'd stick the tax on the fuel so that mileage and pollution are both taken into account, but suspect it wouldn't be long after that before we'd have to pay £300 a year to display a disc showing we have an MOT and insurance!
