Without knowing where the oil is coming from, it's hard to say, certainly no amount of oil should pass the rings, but if the head was not new/recon then could be as said stem seals, could also maybe be old oil in the pipes, intercooler etc.
If you drive it too easy you will glaze the bores, use plenty of rpm, but don't load the engine, ie if going up a hill that you can do in 5th at 3000rpm instead use 4 at 4000rpm etc, I am at 6000 rpm by 500 miles with no load, ie in lower gears just letting it rev out, don't keep the same rpm, alter frequently by changing gear etc.
Don't load the engine till at least 1000 miles, then medium loads, working up to full loads for short periods by 2000 miles, then give it death after that!!
My last)cossie) engine did 200,973 miles in my cossie, had perfect compression, mpg, running emissions of 0.97% CO, 137ppm even with that mileage.
60 miles is way too soon to judge if it's burning oil, most likely it's from rebuild aspects, I've seen brand new cars with zero miles puff on start up, and some needed bump starting, due to being so tight.
