will be the lucas pump as the bosch wouldnt run right if it only had 1 bolt holding the timing correctly, Plus 1995+ pugs were all lucas apart from a rare few vans,the cambelts do move over on them when theyve been changed too, i think its the tensioner which moves them over. But if its hanging off the pulley id get it sorted.

the bosch Ve and lucas pumps have different pulleys so it wouldnt be that.
