Some models the controls work the flaps directly but other models that have a temperature scale on the slider have a automatic temp control for the cabin and use a motor to drive the flaps. These motor and gearbox units can fail leaving the flap parked where ever it stopped working.
The same problem applys to the recirculate flaps too.
