Default Microsoft excel boffs

I have a problem that my excel skills do not stretch too can anyone help?
I'll post a screen shot of the spreadsheet and then If anyone can help please try to.

Right i need :
cell b9 to = b5/b6 however if b6 is more than or equal to 3 i want b9 to be 0, also if b4 is 100 i also want b9 to be 0?
cell c9 to be c5/b6 however if b6 is equal to or more than 3 to be 0 and if c4 is 100 i also want c9 to be 0?

I know its something to do with conditional formatting and also the =if error code due to the not being able to divide by 0 function.
