Condense pipe is meant to be 22mm from the outlet on the boiler, if it goes outside most manfactures recommend 35mm waste pipe, The one I installed on Friday was done in 42mm,

It will freeze again if this weather continues so keep an eye on it, and when the weather improoves change it to a bigger size pipe and/or insulate the external discharge pipe so it doesn't happen again.
