Screwfix sell some thermal foil insulation that seems good. Staple that to the rafters and board over it. It's about £150 a roll though! If your only using the space as storage though any boarding is overkill.

As for the floor... If it's only for storage I would just use some 18mm t&g chipboard flooring and don't go too wild with what you put up there.
