Thats actually incorrect. The person receiving is charged 3.4% plus 20p. The person sending is not charged anything. You can send it as a 'gift' uner the 'personal' section, and the person receiving (and the person sending) will not be charged anything at all. But bear in mind that if money is sent as a 'gift', it voids all paypal protection, obviously.
