£28k sounds incredibly high for just an engine.
I'd say my engine would be in and around £10-11k, obviously plus manifolds, supercharger, clutch, gearbox etc etc
£28k would easily cover all of those parts and more. I'd say £28k would cover my complete running engine and gearbox ( incl ecu and fuel parts )
And a little more for the rear axle.
