When fitting a st manifold and cat etc to my 1.8 I noticed that even though the power steering pipe connection to the pump Is tight It Is still possible to move the pipewithin the union(nut) Is this normal?

My plan was to undo the nut and move the pipe further away from the manifold until I get a new pipe but I cant do this as the pipe even though done up tight still moves? I have bent the pipe and tied It away for the time being...

Any Help/advice greatly appreciated..
