Tensioner goes against the head with no washer between it and the head.
The GUIDE for the belt is a dished washer fitted on the crankshaft prior to putting the crank pulley back on, additional guide is the lips on the tensioner.
Your belt looks seriously VERY wrong, you are putting the flat part of the tensioner against the block, the outer part of the tensioner has a bel shape bit where a rubber bung sits in that the timing belt cover rubs on, you have fitted the dished washer, on the crank ?.
Smudge that just spotted it the cam pulleys are on the wrong way!!, remove and turn around the outer is facing in and vice versa, so you've got what should be the outside face facing the engine!!
