If boost is 7psi likely to be normal chip, I would guess the burnt track was caused over a long time possibly by a short on the output side connections, as this outputs to the fuel pump relay this can definitely cause all manner of running issues, maybe you could wire around it ?, as it's duff you have nothing to lose, alternatively wire the pump relay direct to try via a temporary trigger, I assume you have rewired the fuel pump itself, if not do so now anyway.
Stutters can also be caused by other things of course, but fix what you know is wrong first, what does the chip look like, normally they are marked, certainly a lot mark the chip so can trace it by contacting chip maker/supplier to verify spec of chip.
There is a HUGE amount of difference between a std 7psi and a stage 1, 14 or so psi is performance terms, see if the actuator on the turbo ends with the number -31, as stage 1 are often changed to this.
