Don't bother.
Anything licenseable must be intrinsically lawful.
And yes, you have a Right to Travel, defined in the Magna Carta i.e. common law.
Driving is a legal/contractual priviledge under statute.
Therefore, you are not driving, you are travelling, which does not require a license and is a lawful activity.
