Default freaking idle

got a niggly problem with my fez idling now. i went out to mr ford and bought a brand new idle speed control valve ( £95 by the way ) anyway the problems i was having was erratic idling like every other fez has probably had. i changed the inlet and throttle body gaskets and also replaced the fitting that the brake servo vacuum pipe goes into as it was missing it's 'o' ring.
now the problem i have is that when i blip the throttle the revs stay high ( bout 1500rpm) for a few seconds before dropping down to normal idle. i have removed the iscv and watched when the ignition is turned on, and the motion of the shaft and spring is a bit jerky, certainly not smooth. ( the car still runs if i cover the holes behind the iscv, idles slow but runs ) . i know the advice is usually clean the iscv but mine is brand spanking and behaves exactly the same as the old one did. could i have an electrical fault or a faulty sensor somewhere? the base idle seems fine and the base mixture was set only a few days ago but couldn't figure out this problem.the company who set the base idle said i haven't got any air leaks.any comments and advice welcome.
