hi everyone

looking at buying one off a friend. but got a couple of questions

1. how tuneable are they? and are they expensive to tune?

2. can they be made to flutter like a cossie? my mates one has a dump valve which imo is slightly homosexual

only asking because they are a car i know nothing about whatsoever
