Default No working indicators

Hi i have a 2002 focus, none of my indicators are working.
i have checked fuse 32 for indicators, this had blown. I changed it and it blew again straight away,when i turned the indicators on.
I have looked at the relays and i cant see what one i should change, they are listed as being.

relays in the passenger compartment
17 starter
18 rear wiper
19 front wiper
20
21
22
23 horn
24 battery saver
25 rear defrost

relays in the power distribution box
1 ignition
2
3
4
5 high beams
6 low beams
7 fuel pump
8 engine management
9
10
11 air con
12 daytime running lights
13 fog lamps
14 stop lamp inhibit relay
15 engine cooling fan lvl 2
16 engine cooling fan lvl 1

Ive read other posts but the info im getting is conflicting, some is saying its built into the speedos others say there is a relay.
Could someone point me in the right direction ?
Ive read a few more pieces that say the flasher unit is in the hazard switch is this correct? and is this what i should try changing?
