cl is the base model so prob doesnt have central locking...though i'm not 100% sure.

high idle is probably most likely caused by the idle speed control valve. think their piss easy to get at on the 1.4 and 1.6 as they'de on the front of the inlet manifold. may help just leaning it out but may have to fit a new one, its a good point to start at anyway.
