using thin ali which is cheap, light and bendy is your best bet, bend a couple of canards for each side of the bumper and bolt on a piece of plywood painted black will cover you for a splitter.
that was you will have much more front end grip which will help on turn in.
then since id imagine you would want to keep your whale tail you could increase the size of the gurney lip on it to provide a bit more downforce.
there is the option of making a diffuser but to be honest unless your car sits alot closer to the floor i wouldnt say its worth it.
Just thinking out loud to try and speed you up the cheapest way, downforce realistically is the next step up for you.
as you cant really compete in the suspension department, power is to costly and cossies are heavy restricted in terms of tire widths(rx7s can run up to 335mm wide tires or 315mm on stock arches if required)

i have an escos lower splitter that i have just fitted and i will extend off of that under the car as an undertray.
can rx7's have tyres that wide?

car feels fine now in high speed corners
low speed is under steery.
