What sort of riding will you be doing? How good are you on a bike? theres no point over spending if you carn't do what the bike is capable off.

Disks are better than rim brakes but at your budget your propabley looking at cable disks which are great if you wont to poddle about as are the v brakes tbh there is'nt alot in it at this price level
