There's quite a few things it could be on the VV,
Check, accelerator pump diaphragm, main control diaphragm, pull back slide and see how long it holds vacuum, ie it shouldn't snap straight back, you can always back off the choke setting as well, but I would also check the choke pull down is correct, and also the choke gauging.
Haynes book 1783 is ace on this carb, covers 95% of ford vehicle carbs, the VV is a good carb when going right.
