i think he meant a standard tpye aftermarket bleed valve that interrupts the pressure to the wastegate actuator, bleeding off a small amount , therefore increasing the actual boost pressure at the compressor without adjusting the actuator pre load. These normally are brass or aluminium and have two barbs and a hole for the bled air, or in some cases a return for the bled air to the airbox, olso have a thumb screw for adjustment. hope this helps
