Almost certainly the sender, nice and cheap fix as senders are very cheap, this could easily be confirmed by disconnecting the wire from the sender and earthing this will make the gauge read full, this shows you the gauge to be working.

The sender will be located on the cylinder head, or thermostat housing and is just one wire.
