An EFI cvh will have electronic fuel injectors and fuel rail. An MFi will have a big chunky fuel metering unit over the gearbox. The EFi is easy to spot cause it has sensors and wiring stuck all over it.

You'll struggle to get a CVH Rs Turbo lump past 200bhp with out spending a lot of cash on it. Easiest way to 200bhp is probably a Z-VH. Building a Zetec Turbo can be done on the cheap for 200bhp, but either way its time and money. I've decided to go the power/weight ratio route by stripping the shell for light weight and using bike throttle bodies and megasquirt. This has been the cheapest budget option for me to around the 150bhp mark. It depends how fast you want to go really.
