Default Bringing a car into Uk from South. Irl which is on UK plates

Okay one of the lads is going working in the uk for a 1-2 years. He has a car on english plates over here which he imported 1-2 years ago but never registered her, it is parked up since bringing in etc.
He asked whats the process involved, im unsure so.. I presume the previous owner sent the V5 form off to UK DVLA at time of transfer and it has being recognised as exported...

Is it a matter of filling out a few forms or what before he brings it over or after he brings it over etc??
Once its over i presume he can tax it without the MOT and MOT to follow etc?? Or must it be MOTed first and then to be taxed??
