don't think the zvh runs out of puff as such, just the big torque it delivers relative to a cvh makes it seem like it's got less power.
i've had cvh and zvh turbos, currently collecting parts for a 2.1 zetec turbo.
i'd say the 1.8 zvh has done me very well and no idea what power output, but 23psi of boost peak it just loses traction in fourth a little on a series1 box.
for me i'd make sure the bottom end is solid, i.e. H section rods and forged pistons.
stage 3 turbo will be spooled up by 3000rpm, and comes in violently
you'll be best to use a silvertop bottom end, as the main caps are bigger and it's the blacktop head that makes it a better engine anyhow, you'll be best to fit a 1.8 sump and oil pump/pickup too so the exhaust can be routed better.
as for cps etc, then use a cvh efi flywheel from a 2i/3i/frst and use the original cps and holder that is already in the zetec block.
as for clutch i use a full AP 4 paddle clutch and cover on my daily xr2 zvh and no major issues to mention.
as for gearbox, then get an mtx in there from a mondeo or focus as they use hydraulic clutches (no cable snapping) and cable shifter which has got to be better than the bar type shift on the bc/ib5
