Answer to Q1 is no. If hes pushing the camber out that much on the front it will not handle right.

Answer to Q2
I tried that on my Mk4 rallycar. I extended the holes and fitted camber bolts in. All it sucseeded in doing was bending the strut at the bottom on full hard sideways chuck. Not one of the better mods.
