Well not entirely, so long as they are still stiff to pull up and down they are doing their job fine, if they are easy to push up and down they need replacing. I believe Gas dampers return to their original position where as oil damped shocks don't, not too sure on the definitive answer, but some one on here will be able to give you a yay or nay.
