I can't comment on your specific fan, but can say even after 6 hours on the rollers which mine did regular testing this and that, that I could hold my hand within 5-6" of the turbo, without discomfort, that's with a regulated 18C, temp we normally use.
I've tested the temps on various points in the engine bay over a 6 month period, it was as simple as moving the temp sensor, with it's built in 9v battery, to get a reading.
I actually did this to prove a point to a mate, who is a airflow designer/engineer(cars, parts, motorsport), as he said it was a cool area behind headlight, I had to eat my words ha ha.
It may be they were using a smaller fan, that's normally reserved for n/a cars etc with no i/coolers.
There was a car on the rollers that had the filter at the rear of the car(pug205), but so was the turbo at the rear, didn't have heat issues!!
