You need to state whether this is the big or small turbo Escort. On the ST, if the fuel pump is running continuously when the ignition is on but the engine is off (KOEO) then this is a sign that the ecu is in limp home (LOS) mode. A common cause of this is on chipped cars when the chip is faulty or not seated correctly on the J3 connector.
