The abs light is supposed to come on when first switching on, as well as the combined e/brake low fluid/pressure warning light, the click is the relay that switches the abs pump on to build the pressure used to help the brakes in use, as it doesn't have a conventional servo, you should hear a pump buzzing for around 20 seconds or so when first switching on, this will go off when sufficient pressure has been made, then the e brake light goes off, unless e brake is on, the abs light goes out within about 1 second also of the pressure light.
A heavy pedal and locking rear wheels suggest the abs is not working at all, do you hear the pump running when first turning on, this(abs pump motor) runs in position 1(and 2) so can hear it easy before engine starting.
