Is it a lucas/cav injection pump, these can suffer from sticky anti dieseling valves in the pump, this cuts or allows the fuel through, a single wire leading to the top(of the valve) on a spade terminal identifies it, can always temporarily remove the stop plunger from inside the housing see if it then ok, just means that you will have to stall the van to stop the engine before you switch the ignition off.
