In the states they have the death penalty, and they have more muders than here.
So its proof that a harsher sentance makes no difference really.

The biggest problem is the total lack of an effective police force for catching anyone other than innocent motorists, it doesnt matter what the sentance is if you know they are too inept to stand a good chance of catching you in the first place
