Where as theft is usually pre-planned to aviod meeting anyone or oppertunist?
The problem at the moment is that the punishment for getting caught is far far outweighed by the gains?
Look at the US, much higher prison sentences but still 1% of the population are in Jail!
I saw some cop show where some twat teen shot a copper in the arm, he got over 100 years in prison.
