Yup, Look in the Mazda RX7 (Twin turbo) workshop manual and it also says...

DECELERATION CONTROL SYSTEM

DESCRIPTION
....
* Air bypass valve: Bypasses compressed air from after the turbocharger to before turbocharger during deceleration to prevent noise.
