If you was a mot tester you would understand the scrutiny your under, and if vosa come and do a random re inspection they will be asking why your not advising items, it is as said to cover the testers arse in the event of re inspection or appeal, I advise a lot, if I see it I'm advising it, esp if its a pile of shit.
