I found suspension mods to hike the insurance cost up quite a lot when I was younger, and touching the engine was pretty much a no-go.
I was just suggesting an approach which he could take which would be cheapest initially(but go some way to getting what he wants) and most likely for him keep what little money he's got to spend.
