Basicallly there is no need to adjust your actuator if you have a bleed valve. You do all the adjustments on the bleed valve. I can't remember exactly which way it is now as I dont use one anymore, but winding the bleed valve in or out will adjust the boost either higher or lower. Try adjusting the bleed valve to see if you can get the boost higher.
