Have you tried another ECU?
I've had an issue like this before on an RST and it was coolant temp sensor related. It was open circuit.
Disconnect the plug off the fuel pressure actuator on the metering unit and see what happens.
have treid another ecu and 2 new fuel temp sensors, although i have no garuntee the other ecu is working thus why i want to know output voltages as i have heard they can go wrong causing to high or to low voltages to sensors
