For both it controls the bulb failure warning you see on the "Graphic Information Module" in middle, the other one is the ECU which controls the module itself. On Sapphire the bulb monitor is behind the passenger kick trim and the ECU behind the drivers kick trim, would imagine MK1 is the same.
