Yes. Anything 80+ on IAW is significant of Wide Open Throttle conditions being seen by the ECU!
I'd expect the ignition advance at tickover to be quite a bit lower though. Might be worth sticking a timing light on and checking the actual advance against the timing marks in relation to the IAW monitor. It might be that you've got an 'offset' figure between what you're actually running and what the IAW thinks you're running.
