adjustable boost valve will be a bleed valve, they can be used effectively, although tend to spike more than a properly controlled system.

collins actuator you say, is it new or used?
i ask as i've had a couple now and all been pants at holding boost due to old worn out springs, Matt lewis can get new ones for pretty cheap, can't remember how much, but made mine hold 14psi no sweat, but i backed it off a little without the bleeding through the boost controller i have.
