Hi there just to say this is a common problem on mk4's load's have had same problem as it's been said the 2 relay's at the back of fuse box melt
got mine 2 come on by wiggling relay's
clicking is sign that it's getting power so either naffed relay's or problem with fuse box
also have you swapped the light switch ?
took mine to leecy's and they moved relay out of fuse box........
lights now work no more half beam or getting out to play with relay's........
