They most likely mean the idle speed valve, it does regulate the amount of air bypassing the throttle at idle so governs the idle speed, not sure where it is on your car, but most likely on underside or side of the inlet plenum, it is a cylindrical looking object with a 2 wire connector going to it, do a search on ebay for idle speed control valve, then you will at leats see what it looks like.
If you take it off, give it a good dosing with carb cleaner, works usually and they're ok again, but very cheap if new one needed, I would check other things though, anything that lets air in will raise the idle speed, so have a good look for air leaks, stickingh throttle cable etc.
