There are a number of things this can be...
heres a list of things for you to check/do
Firstly check the oil breather aint blocked!

simple if its full of shit get a new one... (easy wasnt it!

)
change the stem seals easy to change and may just be these that are the problem...(worth doing anyway)
check turbo

check turbo for play in the baering by removing the hose going to the compressor housing and 'wiggling' the shaft if there is excessive play the turbo is more than likely mullered. this would also explain the smoke on start up (oil sitting in exhaust) and the oily smoke on over-run
Please dont check the turbo shaft when the car is warm as you will more than likely melt your finger to the turbo shaft!
Finally if all this seems fine.. and you have replaced the stem seals and breather.. do a compression check to ensure that either the H/G isnt mullered or that the piston rings arent shot..
this is not likely to be your problem TBH as if the rings were nannered it would smoke under acceleration too.
