That bit is 100% not meant to be there, but as the actual valve that screws into the inlet is still in place, the part with the HEX body below the air temps sensor it will be ok, there's no point that restrictor being there, all it does is cause extra crankcase pressure as it is not allowed it's freedom, get rid of it.
