What you have is correct (W) goes to actuator on Amal, (C) goes to compressor (R) originally would have connected to airbox but seen as you probably don't have an airbox (Induction cone) along with majority this hose is removed and it bleeds to atmosphere same as it would do if you had airbox.
Now for why it's not working, check the electrical plug is connected ok and connections are good, switch ignition on and listen it should click ONCE. Basically your not bleeding air off its going to actuator hence lower boost.
This setup is far superior to the cheap bleed valves which people seem to want to run.
