Default erst vernier pulley idiot proof ?

hi, ive got a kent cvh 35 in my erst with a vernier pulley, at the mo its set at 0deg using standard timing marks, it says max inlet lift at 118deg, so basicly i need to use a dial gauge in no 1 piston, and dial guage on no 1 inlet valve retainer find full lift on no. 1 inlet valve. take belt off. with a pointer on the crank and go to tdc. undo vernier bolts then wind clockwise 118 deg past tdc mark and refit belt, tighten bolts on verner and tension, then it should be set ? the only reason why i ask is ther vernier is nearly on its end stops when i do this. wil it hit valves if its too far one way or another ? ie you can move it about anywhere on the vernier and it wont do any damage ?. heres the setting below, hope some 1 can shed some light. thanks guys.
