I can't figure where you get 41 horses lost, it doesn't matter where the power is measured, if it is on a decent rolling road that can measure run down/trans losses, but have to say they are not usually 170, only seen a couple they were from memory 163, 158.
You should be able to see from the printout if they are massive issues fuelling wise, what did the RR operator say ?
