On CVH there are just two pulleys it goes around crankshaft and camshaft which is behind the dizzy, in fact the dizzy on these is no more than a rotor arm attached to end of camshaft. They are 36-1 as standard so what I would do line up missing tooth with CPS, then line up cam pulley (Do not know if this has any scribe marks to match up which simbolates TDC) More than likely you have bent at least one valve. But try this first and see, it may be you have it timed fine but as damaged valve you do not have compression.
