You will either have to travel to the Northwest or arrange a meet at a RSOC Show/Ford Fair, etc.

You probably wont find a dealership that still have the correct disc (IIRC Disc 36) for the WDS/IDS and if they do, it puts it out of the game for nearly 2 days (1 day to re-install the old disc and then 1 day to put the latest back on).
